Report American CIA Claims Apart from Managing Second Swiss Encryption Agency | Instant News

Swiss politicians have voiced outrage and demanded an investigation after the disclosure of {that} a second Swiss encryption company was allegedly used by the CIA and its German counterparts to spy on governments around the world. “How can such a factor occur in a rural claiming impartiality like Switzerland?” The vice chairman of the Swiss Socialist meeting, Cedric Wermuth, was asked in an interview with Swiss public broadcaster SRF Thursday evening. He was referring to a parliamentary inquiry after the SRF investigation that was broadcast on Wednesday found {that} a second Swiss encryption agent had been part of a spectacular espionage scheme orchestrated by US and German intelligence firms.

A major investigation has revealed again in February a complex, decades-long arrangement in which the CIA and its German counterparts are hiding secret government communications with their hidden management of a Swiss encryption company known as Crypto.

This week’s SRF report found {that one} smaller Swiss encryption agent, Omnisec, had been used in a similar manner.

The company, which broke off from Swiss cryptographic tool maker Gretag in 1987, offered voice, fax and information encryption tools to governments around the world until it ceased operations two years ago. The SRF Rundschau investigative program concluded that, like Crypto, Omnisec had offered manipulated tools to international governments and soldiers. Meanwhile, Omnisec is also offering the damaged OC-500 collection unit to a number of federal businesses in Switzerland, including its private intelligence business, as well as Switzerland’s largest financial institution, UBS, and various non-public companies in the country, the SRF investigation confirmed.

The findings sparked contemporary outrage in Switzerland, which is still recovering from the disclosure of Crypto.

The major compromised cryptography firms “served for years as a malicious program to spy on governments around the world,” the article reads, citing information experience from SRF, Washington Submit and German broadcaster ZDF. “The company equipped its encoded communications unit to about 120 countries from after World War II to the beginning of this century, including to Iran, the governments of South America, India and Pakistan.

“Unbeknownst to these governments, Crypto was secretly acquired in 1970 by the US Central Intelligence Company together with the Federal Intelligence Service of West Germany’s BND (TM).”

SBM Offshore’s Deferred Prosecution Agreement signed with the United States Department of Justice on November 29 2017 contains, among other things, the obligation to report the status of the Company’s compliance program. The Company has confirmed that this three year period has ended, without any extension or other provisions.

In Switzerland, three of the Company’s subsidiaries received notifications from the Bundesanwaltschaft in Bern. This is related to suspicions that from 2005 to 2012 the subsidiary failed to take the necessary action to prevent corrupt payments during this period. The notice refers to the company’s settlement of inheritance in the Netherlands (2014) and Brazil (2018) as well as the Suspended Prosecution Agreement with the United States. Suspicion of lack of compliance controls related to payments covered by this agreement.

Erik Lagendijk, Chief Governance and Compliance Officer said: “The completion of our reporting to the Department of Justice marks the strength of the Company’s control measures. We do not expect this development in Switzerland as the Swiss authorities have been involved in this matter since the settlement in the Netherlands in 2014. We will engage with the Swiss public prosecutor and ask for clarification. “

Nearly 5% of children in Switzerland are classified as special needs | Instant News

Recent figures show that 4.8% of school children in Switzerland receive special needs education in Switzerland, with boys twice as likely to receive support from girls.

Of the total 950,000 students in compulsory education in the country (up to the age of 15/16), nearly 42,000 benefit from special needs education, according to figures for 2018/9 published on Monday by the Federal Statistical Office (FSO).

About half of this number are part of regular school classes, while the other half receive only special education, either in special classes or special schools, writes the FSO.

Boys were more likely to be classified as students with special needs than girls: 6.1% versus 3.3%, as were foreign students: 6.4% compared to 4.1% of Swiss students.

Inclusive approach

“Over the past 15 years or so, students with special needs have been increasingly integrated into regular school classrooms, where they get special education support, meaning they are rarely sent to separate education,” said the FSO.

Education policy is the responsibility of cantons in Switzerland, so special needs measures vary widely across the country: depending on the region, the number of students receiving special education ranges from 0.4% to 6.6%.

Some cantons will be more receptive to special needs children in public schools than others, as can be seen in Carmen’s example below.

As for certain schools that are tailored to special needs, 90% of them are found in urban areas or relatively urban cities, writes the FSO. In terms of staff, special needs education is still the main area for women (84%).
