The Federal Council has defined four thematic focus areas based on geopolitical analysis of the regional context and Foreign Policy Strategy 2020–2023 (FPS 20–23):

  1. Peace, security and human rights
  2. Prosperity
  3. Continuity
  4. Digitization

Migration is a problem that crosses all thematic areas and therefore has not been assigned a separate priority. However, implementing the four strategic priorities should also help address the root causes of migration and reduce migration pressures in the medium and long term.

To take into account the diversity of the subcontinent, the Federal Council has established five geographic priorities:

  1. Sahel Region
  2. Great Horn of Africa Region
  3. Great Lakes region
  4. The lion economy
  5. Regional organization

For each of these priorities, the three most important Swiss thematic areas and objectives and measures have been defined.

Finally, implementation partners are described. The appendix shows the network of Swiss representatives abroad, contains a list of abbreviations, a glossary and the Gugger 19.4628 Postulate.

The strategy covers a period of four years. Towards the end of that period, a review with the federal authorities involved will be conducted to assess the extent to which the objectives set out in the strategy have been achieved.

The Indian Ministry of Railways has announced that it will carry out a study to develop a rail and cable car network in Uttarakhand state on the Swiss line.

According to the PTI report, Union Minister Piyush Goyal also approved a survey of the final location of the Tanakpur-Bageshwar line belonging to the Indian Railway.

Uttarakhand Chief Minister Trivendra Singh Rawat previously asked the ministry to include the Tanakpur-Bageshwar railway in the 2019-2020 financial year.

This route is expected to boost the region’s social and economic development.

In addition, the railway minister has instructed officials in Uttarakhand to include another railway line on the Haridwar-Raiwala section and introduce direct train services between Rishikesh and Dehradun.

An action plan will also be developed for commercial use of the old Rishikesh train station.

The station has many modern and passenger-friendly facilities.
