Sources said that initially, the deputy commissioner appointed the village council secretary to collect data and distribute aid packages at the village council level. They were asked to nominate 150 eligible households, but this disrupted PTI leadership. Sources said PTI lawmakers opposed the plan and gave their favorite names to the deputy commissioner for inclusion in the committee. The deputy commissioner then included PTI members in committees assigned to identify eligible people so that they could be paid the amount.
