The tourism selection committee led by head coach and head voter Misbah-ul-Haq left the Ifthikar Ahmed batsmen, Khushdil Shah, Fakhar Zaman and unscrewed Haider Ali, giving Fawad a good opportunity to make a comeback.
The lefty played the last of three Tests back in 2009 in New Zealand.
The voters also included two specialist spinners, Kashif Bhatti and Yasir Shah, who were experienced apart from the two versatile ones in Faheem Ashraf and Shadab Khan.
The squad has been completed from a list of 29 players sent to England in different batches due to the COVID-19 pandemic.
Voters chose 20 players after two four-team matches in Derbyshire.
The selectors also retained former captain and goalkeeper-batsman, Sarfaraz Ahmed in the Test squad, giving an indication that his return might be waiting for him.
The Test Series will begin in Manchester from August 5.
