Weaknesses can damage the new e-transfer policy that is applied to teachers
PESHAWAR: In the midst of reporting shortcomings and shortcomings in the recently announced e-transfer policy for teachers in Khyber Pakhtunkhwa, the primary and secondary education department will issue online transfers of nearly 2,000 teachers.
A total of 10,000 vacant positions are advertised through online applications for transfers, but only 2,000 can apply for transfers because the criteria set for the purpose have a number of deficiencies, according to a reliable source, told The News.
The provincial government recently approved an e-transfer policy soon after a long ban on transfers and posts was lifted after several months. The idea behind the introduction of this new policy is to ensure transparency and benefits in transfers and reduce the burden on the relevant departments in addition to reducing political interference in the process.
However, the weaknesses identified in the policy would undermine its effectiveness, said the source. Under the policy, vacant positions will be uploaded online at the beginning of the academic year and teachers who seek transfer to the desired location will be asked to apply.
Certain pre-conditions have been fixed to register online. The time period for the transfer has been set as two years for soft areas and 1.5 years for difficult areas. No one serving in BS-16 and below will be permitted to be transferred to another district. People who suffer from diseases such as cancer, tuberculosis and others will be given a few additional points. Also, some concessions will be given to partners. No transfers will be permitted from previous tribal areas to other districts in the province and vice versa.
So far, difficult areas within the district have not been notified. Applications that have been submitted will require verification by the principal / principal of the school concerned. This condition makes the process complicated and this is the reason that only 2,000 teachers have applied for 10,000 positions to be moved. Because there will be competition between them for transfers, only half of the applicants are expected to actually be transferred, said the source.
Calculating weaknesses in the new system, an official told The News that under the policy only vacant positions would be announced. He said influential teachers who held favorite positions for years would remain protected. He noted that difficult areas within the district had not been notified and the prohibition of moving to and from tribal areas was another serious error that could result in failure of new policies. In addition, an exception has been given to the chief minister and the minister of education to make direct transfers manually and that could intensify further political interference, the source said.
Given the weaknesses reported, there is a greater need to issue another policy phase in which all of these deficiencies are handled properly, the source added.
Some reports state that the provincial government and the education department have deliberately left the deficiencies in the policy unaddressed for their purposes. According to an official in the provincial government, the right online policy if implemented would thwart the political interference that developed in the education department and the majority of elected members and ministers did not want this to happen.
“Political people are always interested in meeting the demands of blue-eyed people. Moving teachers to the positions they want has become the most favorite work of the members of the provincial assembly and other elected people. Therefore, they will never want a transparent system implemented, “said the official. There are reports that political interference in the education department during the current tenure of the Tehreek-e-Insaf Pakistan (PTI) regulation has exceeded all previous political governments. The political interference reportedly affected the positive initiative of the provincial government which he launched with the support of Adam Smith International. Under this initiative, monthly assessment cards from all districts are prepared and released and the best performing districts are given cash prizes and awards. However, this system also failed to produce the best results because of political likes and dislikes, according to sources.
