They halved previous head-to-head encounters, with Herbert winning the final game in five setters at the 2019 French Open.
Medvedev was leading 6-4, 3-0 (40-15) when Australian Matthew Ebden retired injured.
In the other semifinal, Herbert beat compatriot fourth seed Ugo Humbert 6-3, 6-2 in one hour, six minutes. Herbert took nine strokes and never faced a break point.
