Jarlinson Pantano in Colombia has been banned for four years by the world cycling management body after testing positive for blood-boosting EPOs last year.
Pantano, who won a stage at the 2016 Tour de France, failed a test outside the competition in February 2019, shortly after the race at the Tour de Haut Var in southern France.
The Trek-Segafredo racer was temporarily suspended in April 2019.
Pantano, 31, is the Colombian trial champion in 2017 and has also won several stages on the Tour of Switzerland and the Tour of Catalonia.
He announced last June that he was retiring from sports.
