Zhang Jun, China’s permanent representative to the United Nations, on Friday urged the United States and Britain to immediately interfere in Hong Kong’s affairs, immediately stop the practice of hegemonism and political power, and take care of their own business, rather than triggering tensions and creating problems everywhere.
Zhang denied mistakes made to Hong Kong made by the United States, Britain and other countries, saying China was against and completely rejected baseless statements made by the United States and Britain.
“The United States and Britain, for their own political purposes, have made unwarranted, disturbing and obstructing comments, and are trying to encourage open video conferences at the UN Security Council. China expresses strong opposition, and most of the Council members do not support proposals “The US believes that the problems related to Hong Kong are Chinese internal affairs and have nothing to do with the Security Council’s mandate. The Security Council rejects unreasonable US requests, and its efforts fail,” said a press release issued by the Chinese Mission to the United Nations.
“Hong Kong is a special administrative region of China. Hong Kong’s affairs are purely Chinese domestic affairs and do not allow external interference. The national security law for Hong Kong does not constitute a threat to international peace and security. The council may not be involved in the possibility,” said Zhang.
The third session of the 13th National People’s Congress, China’s national legislature, on Thursday adopted a Decree on the Establishment and Improvement of the Legal System and the Mechanism of Enforcing the Hong Kong Special Administrative Region (HKSAR) to Maintain National Security.
Faced with strong opposition from China and members of the Security Council, the United States and Britain can only name Hong Kong under “other business” in informal council consultations. This move is strongly opposed by China and is generally opposed by council members. They urged the United States and Britain to stop interfering in the internal affairs of other countries and make baseless accusations against China. There was no consensus, there was no formal discussion at the Security Council, and the US and British measures did not work, the press release said.
The Chinese ambassador pointed out that since June last year, acts of violence and organized separatist activities took place in Hong Kong, which had received support from several foreign troops and posed a real threat to China’s national security. It is important and fully justified for the Chinese National People’s Congress to establish and improve the legal framework and law enforcement mechanism for Hong Kong to maintain national security.
Such laws do not affect Hong Kong’s high level of autonomy or the rights and freedoms of Hong Kong residents. On the contrary, it is conducive to implementing “one country, two systems” policies and Hong Kong’s prosperity and stability, he added.
Zhang stressed that the legal basis for Chinese government administration in Hong Kong is the Chinese Constitution and HKSAR Basic Law, not the Sino-British Joint Declaration.
“After Hong Kong returned to China, Britain did not have sovereignty, jurisdiction or oversight of Hong Kong, let alone the US has the right to comment on Hong Kong on the grounds of the Sino-British Joint Declaration,” he said.
The United States and Britain, out of the hidden political agenda, have openly interfered in Hong Kong affairs, made rioters brave, and threatened and intimidated the HKSAR government. “They assume unexpected responsibility for serious violence in Hong Kong. The dirty interference of the US and Britain is an important reason for China’s decision on national security laws for Hong Kong,” he said.
Zhang pointed out that the United States is abusing power, imposing unilateral sanctions, and seeking regime change throughout the world. The more unilateral United States has withdrawn from international instruments, including the Paris Agreement, the Joint Comprehensive Action Plan, the Mid-Term Nuclear Forces Agreement and the Agreement on Open Sky.
“It is a source of real problems in the world and a real threat to international peace and security, which deserves the attention of the council,” he said.
Whatever the United States and Britain might say, the Chinese government is firm in its determination to protect national sovereignty, security and development interests, implement a “one country, two systems” policy and oppose external interference in Hong Kong affairs. Any attempt to use Hong Kong to interfere in Chinese domestic affairs will inevitably fail, the ambassador said.
